The clashes between rival guerrilla groups have left 80 dead as Colombia braces for cutbacks in U.S. foreign aid under President Trump.

More than 32,000 people have fled to towns in northeast Colombia as they attempt to escape a sharp rise in fighting between militant factions, according to the country’s Ombudsman Iris Marín.

The unusually deadly violence delivers a devastating blow to the “total peace” program of the country’s first leftist president, Gustavo Petro.

Colombia has suspended peace talks with the National Liberation Army, or ELN, for second time in less than a year after blaming the rebel group for violence that has been affecting a northeastern region of the country in recent days.

Colombia on Wednesday reinstated arrest warrants for dozens of guerrilla commanders blamed for armed attacks that displaced 32,000 people and sparked the country's most serious security crisis in years.

Colombian president Gustavo Petro said on Monday that he will declare a state of emergency, following a spate of guerrilla attacks in the country's northeast that has killed dozens of people and forced thousands to flee their homes.
